    2010 is election year in Hungary. The parliamentary election will take place in late spring and the local government elections in the autumn. These two elections will create a certain slow down in handling licence applications of major projects within the different ministries and at local government level too. According to polls, the opposition will succeed at the election with strong margin. Legislative work of the Hungarian Parliament will be minimal between now and the summer and we expect it to pick up toward August – September. The Government has recently announced a decision, never before taken by stepping down governments, not to make major economic decisions and appointments for significant positions. This measure will also add to the forthcoming low key period.

    In the past year the socialist government has been very active in forcing through the Parliament numerous new acts that were fiercely criticised by the opposition. One landmark piece of legislation is the new Civil Code. The opposition made clear that many of the laws passed by the socialist majority will be reviewed and modified or repealed accordingly under the new government after the election. This creates uncertainty in quite a few fields of law. For example, the procedure of registration of companies had been changed several times during the course of 2008-2009 leaving attorneys and court judges and clerks in an ever changing, often unclear environment. Practices these days need more skill and attention than ever before to emerge with right and effective answers in such conditions.
